Громади як суб’єкти кібербезпеки: просвітництво, моніторинг і відповідальність у цифровому середовищі

У статті досліджено роль територіальних громад як активних суб’єктів кібербезпеки України. Розглянуто просвітницький, моніторинговий та правовий аспекти їхньої діяльності: формування культури кібергігієни, технічний захист, моніторинг загроз і відповідальність посадовців. Наголошено, що громади є першою лінією оборони, що вимагає розроблення локальних політик, співпраці з національними структурами (CERT-UA, Міністерством внутрішніх справ України, Службою безпеки України) та впровадження трирівневої моделі: просвітництво – моніторинг – відповідальність. Запропоновано конкретні практичні кроки для реалізації цієї моделі на місцевому рівні.
