Regulatory and Legal Support for the Formation and Implementation of Ukraine’s Gender Policy in 2020–2025: A Historical and Legal Review

The starting point of the article is the assertion that the current policy of ensuring equal rights and opportunities for women and men in Ukraine is based on a solid legal foundation and requires systematic improvement of regulatory and legal regulation as a result of the constant development of policies that respond to the requirements of European integration and problems in the socio-political, economic and other spheres of public life. It is emphasised that the effectiveness of political processes requires new approaches to the formation and implementation of public policy, in particular the application of the principle of gender mainstreaming, which consists in taking into account and implementing the gender component in all spheres of public administration.
The purpose of the article is to analyse the state of comprehensive development of the legal framework for the formation and implementation of gender policy (policy to ensure equal rights and opportunities for women and men) as a cross-cutting component for various spheres of public administration in the period 2020–2025 in order to identify the main directions for its improvement.
The object of the study is the development of the regulatory and legal framework for the formation and implementation of Ukraine's state gender policy.
The research that formed the basis of the article has been carried out using dialectical and formal-logical approaches with the use of the following methods of scientific cognition: analysis (in particular, statistical and content analysis), synthesis, abstraction and generalisation. The theoretical aspects of the legal regulation of state gender policy have been studied using the doctrinal method, while the unevenness of the legal implementation of gender mainstreaming in various spheres has been determined through the use of the comparative method. The unity of the research and scientific forecasting of the effectiveness of the proposals made have been achieved through the use of the systemic-structural method and the method of legal modelling. Historical-legal and sociological-legal methods have also been applied.
The work presents the results of a scientific analysis of the state and prospects of regulatory and legal regulation of equal rights and opportunities for women and men through the generalisation of relevant documents and regulatory and legal acts developed and adopted in 2020–2025. In addition, a review of the state of regulatory and legal support for gender policy from a historical perspective has been conducted, an analysis of gender mainstreaming as a new approach to the formation and implementation of legal support for gender policy has been carried out, and a scientific justification for promising areas of its development has been proposed.
