Assessment of the List of Law Enforcement Agencies Covered by the Draft Strategy for Human Resource Management in Law Enforcement Agencies and the Prosecutor's Office (HRM Strategy) for the Period up to 2030

This research paper analyses current legislation and academic studies devoted to the concepts of “law enforcement agencies” and “law enforcement bodies”. It examines certain aspects of defining the role and place of the State Emergency Service of Ukraine in the system of national security entities and justifies the inclusion of this body in the list of implementers of the HRM Strategy for the period up to 2030. It is emphasised that the system of entities in the security and defence sector of Ukraine includes not only law enforcement agencies, but also law enforcement bodies that perform special and related tasks in the field of national security. This necessitates the simultaneous updating of approaches aimed at improving the professional level, training and selection of personnel not only for law enforcement agencies, but also for law enforcement bodies.
The study substantiates the thesis that the security and defence sector should function as an integrated, interconnected system in the field of personnel policy, ensuring the effective implementation of the Human Resources Management Strategy for Law Enforcement Agencies and the Prosecutor’s Office (HRM Strategy) for the period up to 2030. Breaking the links between individual elements of this system and implementing reforms in the field of law enforcement without simultaneously updating professional and educational standards in law enforcement agencies may lead to a decrease in the effectiveness and coordination of the entire personnel system.
It was concluded that in order to ensure the sustainability and effectiveness of the implementation of functions by law enforcement agencies in the field of national security during the implementation of the HRM Strategy for Law Enforcement and Prosecutorial Authorities (HRM Strategy) for the period up to 2030, priority should be given to the qualitative selection and training of personnel in all bodies of the security and defence sector, which includes both law enforcement agencies and law enforcement bodies. Proposals and comments aimed at improving legal regulation and increasing the effectiveness of the law-making process in this area have been formulated.
