SOME ISSUES OF DETERMINING THE NATURE OF PUBLIC ADMINISTRATION IN THE SPHERE OF ENSURING PUBLIC ORDER

Abstract

The essence of public administration in the sphere of ensuring public order has been studied. It has been noted that nowadays there are fundamental changes in the activities of state agencies, institutions and organizations in the minds of the society in general and an ordinary citizen in particular in the country. The revolutionary events of recent years have begun the process of restructuring the whole country; the people of Ukraine have chosen the course to a new stage of development. Today we have started reviewing interpretations and approaches concerning the activities of a number of subjects of public administration, reviewing their basic tasks and functions, development and implementation of a number of new conceptual principles of activities and interaction between these authorities and the community. Thus, the studies of the essence of public administration in the field of public order have become extremely important. In order to achieve the objective of the article the author has analyzed the research of the indicated topic with the further formation of author’s conclusions.

The definition of “principle” the author considers as the original, fundamental position or the statement that is the basis of certain social processes or phenomena that determines the level of development of a particular community. The principles of public administration in the area of ensuring public order – are decisive, compulsory fundamentals, which are the grounds for the activities of state agencies, institutions, organizations, local self-governments and in order to ensure and implement fundamental rights and freedoms of citizens, ensuring public peace and normal conditions of state and public organizations. The author’s vision of legal categories of “public administration in the field of ensuring public order”, “principles of public administration in the field of ensuring public order” has been provided. The classification of public administration’s principles in the area of ensuring public order has been realized.
